can a landlord evict you without going to court? He gave me a typed up letter. Also I took over my friend apartment I did not pay a deposit moving in. He now wants me to pay one so he could give my friend back her deposit. Can he do this?

You may only be legally evicted by order of the court. Your landlord has a right to request a security deposit but it must be held in an interest bearing account -- not paid to repay a former tenant.
