I am planning to leave my husband, as he is an alcoholic. I will take our two daughters with me, as I am the sole provider and main caregiver or them. He says that he will file kidnapping charges and take my rights away if I remove them from the home because I do not have the authority to remove them from the house. Can he do that?

No. He's making an empty threat.
If (a) there's no court order in place and (b) you are the children's mother, you can take them anywhere you want - Ohio, New York, or the Philippines.
