What good is a court order QRDO if you ex husband took all the money out. What can I do now?

Your husband should not have "taken the money" out if there was a true QDRO. That's because the QDRO is an order to a third party that holds money in which both spouses have an interest and is only supposed to distribute it in accordance with the court's instructions. If the third party was properly served with the QDRO, and did not comply with it, the third party has liability to the affected spouse.
