Your best bet when dealing with an abandoned motor vehicle would be to call your local police department, and have them remove the vehicle from your property. They will contact the owner, or the last known registrant and notify them that they are in violation of state and local laws. Once the vehicle is in custody at the police impound, the owner will have a certain number of days to appear in court, or reconcile any pending fines related to the incident in order to reclaim their automobile. If the stipulations of the vehicles release are not met, the vehicle will be auctioned off, or destroyed. The owner will still be responsible for the associated fees and or fines.

The vehicle could potentially have been stolen, used in a crime, part of an accident, this is a situation where it would be best to let the authorities handle things.
