i rented a car and they only put a two dollar hold on my card, i turned it in a week late and the funds are not there anymore. They are telling me they are going to press charges on me, can they do that?

Yes. When you keep a car past the rental time you have essentially stolen it. I see auto theft charges filed all the time for past due cars. If I were you, I would get that money to those people ASAP.
