Study the way the power steering pump is mounted. It will have a pivoting side and a side mounted on a sort of a sliding bolt arrangement that lets you tension the drive belt by actually rotating the power steering pump itself. If you look at it for a while with the help of a flash light the function should become apparent.
The fan belts can only come off if you take the cooling fan off. Get a 10mm open end wrench and unbolt it. Now remove the fan from the pulley and slide it up simultaneously with the fan shroud to get it out, then remove the pulley from the water pump to get the belts off.
