My wife and I agreed upon the terms of the divorce she wanted, signed the papers, had the clerk of courts notorize them. Now after eight months she's yet to file, can I change my mind about what I agreed to, and make her start over?

No one has read what you signed, or knows if anything is proper or enforceable. I should add that most pro se paperwork is riddled with errors, so it's likely fortunate the papers were not filed. Get a lawyer, let him read the papers, and do a proper case.
