I pay $550 a month in rent and that includes electric. I have been here for 5 weeks. Paid deposit and 2 months rent. They came and turned off the electric today cause the landlord has not paid the bill since January. Now I have to load up my three kids and stay in a hotel for the night. No lease was signed. So is there anything that I can do to him for this?

Sure, you can sue him. However, my guess is that you will ahve dofficulty collectiong on a judgment.
