Answer

All businesses are required to record any fictiticous name...with the caveat of a corporation operating under its own name...since that would not be a fictiticous name...even though some counties disagree.

There is no exception for automotive repair shops. If a person uses a fictitious business name to regularly transact business, registration is required. See Business and Professions Code section 17910 for the filing requirement per se; section 17902 for the definition of "person" (which includes an LLC, a corporation, etc.); and 17900 for the definition of a fictitious business name. Note that a corporation doing business under its corporate name is not using a fictitious name; its corporate name is its real name.
