I live in a condo and the board is trying to prohibit dog owners from stopping and chatting in the common areas because a few residents believe our talking is a nuisance. What can we do about this?

Although this sounds like an unreasonab;e prior restraint on citizens' right of free speech under the First Amendment, I think the 1st Am. applies to government actions, not private. Therefore, you may want to attack the proposal as a restraint on free speech, which it is, but not imply that there is a protected 'right' under the Constitution,
