My job is making me take a leave they told me I can't come back to work until I see someone from the employee assistance program and additionally they're making me use my paid time off. My question is can they do that?

You didn't mention why they are "making" you take a "leave." If they can show business necessaity for this--I assume it is a health related issue--they could be legally justified.
