My father suffered a brain injury a few years back...he has been in and out of facilities for about 5 years. He is in a wheelchair and is considered a danger to himself and others, currently he is in an elderly mental health unit in Iowa. He has Medicaid & John Deere as secondary insurance. So the question is...I am his oldest daughter and he is so unhappy there. I know my Step mom has a medical POA but not sure about the main one...is it Durable, all I know was he was able to sign himself out of facilities but, she never did anything b/c he did not know that. What rights do I have, I want to help him, maybe even take care of him, if I could get some state reimbursement...options?

Unless there is some court order that gives you power over his affairs there is little you can do. You can petition the court for a guardianship. I suggest that you contact an attorney familiar with the subject to determine whether what you want is doable.
